In Oaxaca, as in many other Mexican states, the implementation of the 2030 Agenda faces significant challenges. One such challenge is the limited technical expertise on sustainable planning, monitoring, and budgeting in most of its municipalities. Through the 2030 Agenda Transformation Fund, a pilot project carried out by the state government and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, decisive incentives to localise the 2030 Agenda in Oaxaca were set.The Fund provided tailored support for translating the 2030 Agenda and its global goals into concrete local actions in order to recover forward.

 

In ten municipalities – chosen based on criteria aiming to leave no one behind –the 2030 Agenda vision of sustainable development was successfully mainstreamed in local planning, reviewing, and financing frameworks. The project strengthened institutional capacities for monitoring the Sustainable Development Goals (SDGs). The provision of reliable data enables local actors to ensure the long-term effectiveness and targeted impact of recovery measures. Based on this multilevel approach, Oaxaca’s experience has set a national precedent with high potential for scaling-up. Notably, Oaxaca’s Development Plan is now aligned with the SDGs and portrays the state’s most difficult challenges in attaining them. Oaxaca has also taken a lead in monitoring the 2030 Agenda implementation. Its Voluntary Local Review – the first one devised in Mexico and one of the few in the region – was drafted with the project’s support. Both at the municipal and the state level, decision-makers are now more familiar with the 2030 Agenda. Their engagement is a safeguard for the sustainability of this process.

 

The toolkit for accelerated implementation of the 2030 Agenda in Oaxaca’s municipalities enables practitioners at the local level to develop targeted measures based on a clear vision of a sustainable and resilient future. As a guideline on how to integrate the 2030 Agenda into municipal planning, it supports participative processes for SDG localisation efforts in key policy areas. Designed as a digital, easily accessible and interactive handbook, the toolkit guides development practitioners through the different steps of creating SDG-aligned municipal development plans.
