With support from the 2030 Implementation Initiative, the Namibian-German Sustainable Development Goals Initiative was launched in 2017. The cooperation systematically contributes to the implementation of the 2030 Agenda based on three pillars: policy, financing, and monitoring and review. Linking all three intervention areas is crucial in order to Recover Forward and to accelerate the implementation of the 2030 Agenda. While implementation in Namibia commenced before the pandemic, this approach is a good practice which should inspire development practitioners and policymakers alike.

 

In order to strengthen policy coherence for sustainable development, the National Planning Commission (NPC) and its secretariat are specifically supported. The NPC has created a stakeholder platform using a multi-stakeholder approach. This platform coordinates implementation contributions for the 2030 Agenda, in the process working with a number of stakeholders to set national priorities.

 

With the aim of helping to mobilise the financial resources needed to implement the 2030 Agenda, the German development cooperation is assisting the reform of the tax administration. To this end, the establishment of a semi-autonomous tax authority, the Namibia Revenue Authority (NRA), is being supported. The NRA officially started its work in April 2021. In order to align sustainability planning and financing processes in an evidence-based manner, a development finance assessment was carried out.

 

Furthermore, the Namibia Statistics Agency (NSA) is supported in fulfilling its task as the responsible body for data collection. This is a prerequisite for establishing a national monitoring and review system to inform and steer the implementation of the 2030 Agenda. With the support of the German development cooperation, the German Aerospace Center (Deutsches Zentrum für Luft- und Raumfahrt, DLR) and the University of Würzburg, Namibia embarked on innovative ways of collecting SDG data using earth observation data.
